Councilor Kalinowsky discusses North St. bike lanes. Should the voters have a say at the ballot box this year?

Bike lanes and the North Street layout, should the residents have a say at the ballot box? Karen Kalinowsky and 4 of her colleagues on the city council think so. However, the rest of the council don't believe the residents should be voting on this matter. I sat down with Councilor Kalinowsky yesterday to discuss.
